Jaime Graves

P.Eng., PMP

Ms. Graves earned her Bachelor of Science degree in Geological Engineering from the University of Saskatchewan and holds a Professional Engineer license in Alberta. She is a certified Project Management Professional with 25 years of experience in municipal infrastructure planning, policy development, and environmental engineering. Ms. Graves is a collaborative and strategic professional in project delivery, people management, and stakeholder engagement.

Ms. Graves joined WaterSMART following the province’s decision to unwind the Calgary Metropolitan Region Board. As Director of Regional Projects for the Calgary Metropolitan Region Board, she led the region’s first Servicing Plan and was key to the planning process in the development of the statutory Growth Plan. Ms. Graves acted as project developer for multiple infrastructure planning projects by fostering collaboration among diverse stakeholders, technical experts ranging from certified planners, infrastructure specialists and engineers, municipal facility experts, public engagement professionals, environmental experts, indigenous community and other intergovernmental organizations. Ms. Graves chaired the expert working groups to draft region-wide policies for development in flood-prone areas, water stewardship, environmentally sensitive areas, and transportation and transit planning. Ms. Graves is particularly proud of leading the collaborative development of statutory policy enabling the region’s member municipalities to include cumulative protection measures mitigating flood damage risk in Flood Hazard Areas at the 1:200 year food event level for greenfield developments.

Her previous consulting career involved 16 years at Golder Associates Ltd., an employee-owned company. Jaime managed complex environmental and infrastructure projects for clients across sectors such as oil and gas, rail, utilities, land development, and all levels of government across Western Canada and the North. Jaime routinely developed scopes of work, coordinated field teams, reviewed historical data, and provided senior technical oversight authenticating work products to ensure compliance with regulatory and contractual requirements. Ms. Graves provided senior review for brownfield redevelopment projects, risk management plans, and remediation strategies supporting regulatory development approvals. In her time at Golder, Ms. Graves managed a team of over 40 professionals, fostering a culture of safety, accountability, and technical excellence. Her early-career experience as a field engineer shaped a lifelong commitment to health and safety—work safe, home safe. Jaime’s work consistently bridges technical rigor with strategic insight, delivering results that align with both client priorities and community values.
